As Chairman, President and CEO of Hubbard Construction Company from 1988-2004, Mr. Allard oversaw acquisition of the company by France's second largest road-builder, Enterprise Jean Lefebvre. Mr. Allard was responsible for strategic leadership, including the creation and execution of the company’s operational plan, mission, goals and objectives.   Achievements include the growth of Hubbard Construction from a Central Florida company with $75 million in annual revenues to a $400 million per year business group recognized throughout the South.  This significant growth is reflected in the ranking of Hubbard as the 17th largest heavy construction contractor in the United States, and first in Florida.

Prior to the acquisition of Hubbard, Mr. Allard was the Secretary General of France's Enterprise Jean Lefebvre, a $2 billion company.  He was in charge of finance and administration as well as mergers & acquisitions.

Mr. Allard holds an MBA with a major in finance from L’Ecole des Hautes Etudes Commerciales (HEC), France's premier business school.
